In 2002 China finalized a contract with Russia to acquire an extra two Sovremenny course destroyers well worth US$1.4 billion. These vessels were improved Project 956EM variant with improved tool systems.The second hull 139 Ningbo premiered in July 2004 however the planned distribution date was postponed to September 2006 as a result of a fire accident that took place onboard the ship in April 2005.
The Sovremenny class is an average Cold War-era Soviet design, with a lot of gun systems and sensors, also sophisticated electronic warfare and countermeasures (EW/ECM) equipments. The ship has a tall, big profile with tool systems and sensors exposed externally, increasing the ship�s radar cross area notably.
As a multirole destroyer primarily created for the outer lining strike mission, the Sovremenny class is designed with fundamental self-defence antisubmarine tools. The ship does not have the big and expensive towed sonar array and antisubmarine missile system which are commonly entirely on US and Japanese warships.
